Material that has been diverted or recovered from the solid waste stream of a manufacturing process. It is material that never made it to the consumer market. Excluded from this category is scrap that would have gone back into the manufacturing process as a matter of course. It is also known as ”post-commercial,” or “industrial scrap.”
